    Reverse the Exodus from New Orleans

     

    New Orleans is facing a critical juncture. The city has experienced a significant population decline, with the metro area losing 4.1% from April 2020. These numbers are heartbreaking as a native. We lost so many people and traditions in the exodus after Katrina; we cannot sustain another. We lost our families. We lost hope. Time to come home. 


    To reverse this trend and encourage population growth, I propose a comprehensive plan focusing on the following areas:


    1. Affordable Housing Initiatives: Implement policies to increase the availability of affordable housing, including incentives for developers to build low-cost housing units and support for renters. Build out programs to eliminate blight by offering essential works and former New Orleans residents a pathway home. Housing Trust Fund 

    2. Public Safety Enhancements: Invest in community policing, substations, youth programs, and neighborhood watch initiatives to reduce crime and improve safety across the city.

    3. Economic Development: Attract new businesses and events and support local entrepreneurs to create jobs, particularly in emerging and foundational industries such as music, technology and restaurants. Match young residents with entry city jobs 

    4. Infrastructure Improvements: Upgrade the city's infrastructure to withstand environmental challenges, including flood control systems and resilient building practices. Hire efficient project management

    5. Community Engagement: Foster a sense of community through cultural programs, public spaces, and events that celebrate the unique heritage of New Orleans. Build a “French Market for Natives” with community insight, city hall neighborhood hubs, police sub  stations, talent shows, regional & national outreach to come home.


    New Orleans has always been a city of resilience and innovation. By addressing the root causes of population decline, listening to our people and implementing targeted strategies, we can rebuild a thriving, vibrant city that attracts and retains residents. Together, we can turn the tide and ensure a prosperous future for all New Orleanians.

    New Orleans is at a pivotal point. It will take a unifier, a native, a decisive decision maker and someone who is willing to speak truth to power and work WITH residents to move New Orleans forward. We must all work together.


     I grew up in New Orleans when we were a family of neighborhoods. We can revive our city together by building a table where all New Orleanians have a seat. This will take a community lift with a visionary at the helm.

     I am that person. 


    Our city has been through too much division and its time for us to thrive, not just survive. I'm over being resilient; it's time for New Orleans to WIN!

    Who is Eileen Carter?

    Born in 7th ward New Orleans, my family quickly moved uptown where I was raised and still reside. Youngest of three daughters, to a civically engaged family - politics could not be avoided. I was raised in the trenches of civic engagement under my father, Ken Carter - the first elected black assessor in the state of Louisiana and the neighborhood political group BOLD. I attended Holy Name of Jesus elementary. I spent my summers at JCC - where I learned how to swim. I was active in my church CYO, St. Monica and I'm a graduate of Ursuline Academy (Sioux '96). After that, I went on to get various levels of education in school and life. I worked for HRI for five years in property management and compliance before Katrina changed everything.


     Upon returning to New Orleans, I found business development, strategy and outreach were in my blood as I navigated working with then LAMSDC for two years (now SRMSDC). After the grant ended, I started my own firm in 2012 consulting to continue helping in the business development field because strategy and visionary sight was my thing. Then, I caught the media bug when a friend offered an on-air position at WBOK.  He said I have a way with people, and I believe I do. I created a business model that promoted my clients on and off air for four years. It was a win-win. 


    With changes at WBOK, my direction changed too. I was asked to build the social media department for the city of New Orleans because one did not exist. I accepted the challenge and built the foundation for what you see today. While at the city, I also developed Re-Connect NOLA, consolidated all the city applications, grew our texting platforms, wrote social media policy, walked next to the mayor -basically every day for 3 years and more.


     I've responded to hurricanes, the cyber-attack, the Hard Rock collapse, parade fatalities, city protests, a pandemic and created the Fair Share brand and 

    #CityOfYES. Just to name a few. I have served. 


    In August 2022, I stepped out on faith to co-chair the recall to speak truth to power for residents while our elected leaders remained silent. The recall garnered change and we are now seeing how right the recall was to speak up.


    I'm 46, born and raised in New Orleans, straight out of Harrell and you can always ask me, "Which high school did you go to?"  I'm loyal to my people because I love my city and I ask for your vote on October 11th, 2025.

    Budget priorities = people

     

    My budget priorities are our people. For years we have been lining up at council meetings, begging for youth programming. Well beg no more. Youth programming is at the top of my list.

    I’m looking to put money in our people’s pockets by thinking outside the box and sometimes not taking it out their pockets at all while balancing the city budget.

    We can get creative and work with what we have. I believe we need to take a look and streamline some city services and realign them under a chartered city department therefore creating savings to our taxpayers… and of course -  I need to hear from the residents.

    ·        Matching entry level city jobs and skills with our young residents

    -       Two words for infrastructure - PROJECT MANAGEMENT 

    ·        Brainstorm with residents to find a reoccurring funding source so no more speed cameras

    ·        Looking for ways to increase Fire & EMS pay + all city employees 

    ·        Research housing programs for essential & city workers to buy blighted homes at affordable prices

    ·        Health Initiatives: Mental and Physical – mayor’s walk/run

    ·        A French Market for natives driven by our office of economic development

    • I have so many ideas!

    I am a firm believer that consistent effective support services provided to our youth will decrease crime.  Education is one of the biggest deterrents to crime, and it must start immediately. So I want to support our education community by creating an office of Education.

    Too much confusion and not enough coordination…. New Orleans needs an office of Education.- a hub for coordination not oversight. 

    With so many hands in the education bucket, coordination is key for the future of our children.  


    • The truancy rates are ridiculous
    • Citywide tutoring programming
    • Coordinate information between agencies
    •  We must focus on our children yet not forget our more mature residents too. 
    • The world is fast paced and we must educate our city in multiple ways to garner new industries. 
    • Everyone doesn’t go to college and shouldn’t. Trade schools are amazing foundations that build our community - literally. 
    • We need civic education to navigate city business
    • We live in a hurricane prone region… We need HVAC, electricians, plumbers and contractors as well as engineers, project managers and minds in finance, housing and economic development.
    • We need youth programming, tutoring, internships, town halls, opportunities and more for our children - give them a voice. They are the future of this city

    I will task all dept/office heads to deliver a report to residents (shareholders) in 90 days. Review of processes, effectiveness and solutions to streamline employee/resident satisfaction and ensure productivity for all.

    I will ask community experts to partner in the task so a seat at the table is created from jump and neighborhood voices are a part of the process.

    Candidates can promise you anything - Residents deserve the truth.

    Remember the speed cameras…
    I won’t promise what I can’t deliver. 


    Example: Upon taking office, the administration found that the speed cameras took in approx $17-18M. There was no funding source to fill the gap so it could not be eliminated, hence the school zone cameras we have now. 


    Let's brainstorm ways to build a reoccurring stream of income for the city and remove speed cameras for good.
